* Rename detail/smart_holder_poc.h -> struct_smart_holder.h

* Establish (empty) tests/pure_cpp/smart_holder_poc.h

* Move code guarded by `PYBIND11_TESTS_PURE_CPP_SMART_HOLDER_POC_TEST_CPP` from struct_smart_holder.h to tests/pure_cpp/smart_holder_poc.h
