Changing one runtime if to #if. * Changing PYBIND11_SILENCE_MSVC_C4127 macro to use absolute namespace (for use outside pybind11 include directory). * Restoring MSVC /WX (WERROR). * Removing globally-scoped suppression for clang -Wunsequenced.
